They discovered that real-world CO2 output from PHEVs in 2023 were nearly five times greater than official estimates, increased from three and a half times in 2021. “Actual emissions are rising, while lab-reported emissions are decreasing,” said a lead analyst involved in the report. “That gap is growing and creates a significant problem. They determined that only a quarter of travel was completed in EV mode, whereas official assumptions suggested over four-fifths.
